Senator Martin moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 4765—A Bill to amend and reenact §15-2-5, §18A-4-2,  §18A-4-8a, and §18A-4- of the Code of West Virginia, 1931, as amended, and to amend said code by adding two new sections designated §15-2-5a and §18A-4-2d relating to annual salaries of certain employees of the state; increasing the salaries of members of the West Virginia State Police and certain personnel thereof; increasing annual salaries of public school teachers; increasing annual salaries of school service personnel; providing an effective date for these increases; providing for enhanced salaries for certain members of the West Virginia State Police; providing for enhanced pay for certain public education employees;  defining terms; establishing formula for calculation of market pay enhancements;  requiring use of the highest of two multipliers  to be used to set the amount of the market pay enhancement; setting out distribution of funds for market pay enhancement; setting limitations on market pay enhancement amounts in certain circumstances; providing at least a one percent market pay enhancement for professional persons and school service personnel in all counties; providing for applicability of market pay enhancement payments; requiring market  pay enhancement to be adjusted annually; providing no right of grievance or private cause of action; providing payments are in excess of certain other amounts; requiring Superintendent of the West Virginia State Police report to the Joint Committee on Government and Finance; requiring West Virginia Board of Education report to the  Joint Committee on Government and Finance; allowing rulemaking by Superintendent of the West Virginia State Police; and allowing rulemaking by the West Virginia Board  of Education.
